LICA (Low Incidence Cooperative Agreement) serves students who are deaf or hard of hearing from age 3 through 21. We are a public school special education cooperative with 44 member school districts in the north and northwest Chicago suburbs. LICA provides diagnostic services, classroom instruction, itinerant support, and related services to our districts’ schools and their students and families.

LICA has clusters of program sites for students who are deaf or hard of hearing in regular education buildings. These classes are taught by certified teachers of students who are deaf or hard of hearing, using Total (Simultaneous) Communication. We also have an Oral pre-school program available at Forest School in Des Plaines.

All students in the LICA programs participate in school activities with their hearing peers and have the opportunity to  be mainstreamed in academic classes with support services as appropriate.
