LICA (Low Incidence Cooperative Agreement) serves students who are deaf or hard of hearing from age 3 through 21. We are a public school special education cooperative with 44 member school districts in the north and northwest Chicago suburbs. LICA provides diagnostic services, classroom instruction, itinerant support, and related services to our districts’ schools and their students and families.

What is a LICA elementary classroom like?

The LICA Elementary Program is housed at Forest School in Des Plaines District 62. Classes are typically small, usually with 5 to 8 students. Every day LICA students eat lunch, play, and attend some of their classes with general education students. For example, LICA and general education students join in team-taught Science and Social Studies classes. Some LICA students may be in regular classrooms with assistance for additional classes as well. All students participate in field trips and other school events.
